how can i create a foot note that doesn't move when i tape

i'm creating a template letter, but i want that my foot note be static when
i'm typing

What do you mean? Footnotes go at the foot of the page on which they were
called.

If you are really referring to a footnote, then your question makes no
sense. However, if you are saying that you want a margin comment, you can
insert a text box and type the comment there.

Alternatively, if you are referring to footers (and/or headers) of a letter
