How can I create a percentage increase formula?

I'm trying to creat a percentage increase formula from cells that already
contain percentages. Is that possible.

For instance:

Cell A1: 30%
Cell B1: 40%...

What formula can I create to get the percentage increase of percentage
figures?

Are you speaking of percentage POINTS or just a straight percentage difference?

The percentage point difference would be: =B1-A1, which of course is just 10%

When you ask for the percentage increase/decrease you are implying ratios,
not differences, which would be calculated as follows: =(B1/A1)-1, which is a
33.33% increase.

A1: 30%
B1: 40%

If you want the Percent Increase, try this:
=(+B1-A1)/A1

In that instance, the formual returns:
33.33% (Actually: 0.333333333333333)
