How can i create a word template?

Version: 2008
Operating System: Mac OS X 10.4 (Tiger)
Processor: Power PC

I want to create a template.
(Kind of Type,colors, style sheets, etc...)
And put an image at the bottom, to write at the top, with out touching or interacting with the image at the bottom.
Can someone tell me how can i do it?

Graphics should be placed in the Header/Footer layer of the document, and if
you're actually referring to creating letterhead this link will also help;
