How can I create offline calendar appoinments for a cached account

I am using MS Outlook 2003 SP2 with an Exchange server. I have a cached
account to work offline with. Email works great offline with my laptop and
PDA. However the Calendar is messed up. I can see appointments offline but
cannot create any new appointments offline on the laptop, just when I am
online. With PDA I can create a new appointment offline, but when it syncs
with ActiveSync, it refuses to sync the newly created appointment to the
laptop. What is the solution to make the best use of the calendar in Outlook
both online and offline? Thanks in advance for any help.
