How can I create web-page frames in Publisher?

PI have just started to use Publisher and cannot figure out how to create
frames for web-pages. The MS website shows how to create frames in FrontPage
but not publisher. Does anyone know how? I would like to have a header
(w/picture), left frame, and body or main (w/picture) consistent throughout a
website. I have used Contribute and Dreamweaver before and was able to
create frames

Sorry. I figured it out. No frame functionality in publisher. Does any
have a work around for having consistent web pages without a lot of manual
effort?

Publisher is a DTP and is intended for small static sites and is not a
substitute for Dreamweaver. Before you go much further in using Publisher
for your website, you should read these articles.

Publisher offers templates, single and multipage, which have common design
elements across the document. Alternatively, if you start with a blank page,
once you get all the elements on your home page that you want, you can
insert duplicate pages for consistency.
