How can I decompress pictures I have compressed

I have compressed some photos (all within a picture folder) through microsoft
office picture manager and saved the changes. Now, when I try to print them
out, they are blurry and essentially unreadable/unviewable. How can I
decompress the pictures or what is the problem?

You need to go back to the original file. PS - Always keep an unadulterated
copy of any file.

To add just a bit here... if I compress a file, that means I'm effectively
removing information (higher resolution) from it to make it smaller for some
purpose, e.g., to load faster in a web page. Once that file itself has been
compressed, the extra information (e.g., higher resolution) is gone, and the
file is smaller. Once the compressed file has been saved, this compression
cannot be reversed for that file. Instead, as JoAnn points out, you would
need to go back to the original uncompressed file. If you compressed your
only copy, then you're out of luck.
