how can i decrypt the Excel file after reinstall windows system?

how can i decrypt the Excel file after reinstall windows system? when i set
the Excel file's properties to 'encrypt contents to secure data', after
reinstall Windows system, I can not open it again, even uncheck the function.
where can i get help with this?
