How can I develop a Forum for people to disuss topic on Publisher

I'm now starting to develop a web site from the MS Publisher, I need a page
for people to do some discussion on it, like a Forum where people can
interact with each other

That is out of scope for Publisher. Which is designed for a small static web
site. Such a functionality requires a database driven web site "application".
There are some samples available on http://www.asp.net - the other
-non-programming - route is to use a 3rd party plug in such as
http://www.bravenet.com

....and before you go looking for a forum software package, find out what
script/db combination your host server supports....asp/access/mssql or
php/mysql. Some hosts even provide forum software installed for you for only
a few bucks extra. Anyway, once you find this out from your host then go
looking for a package (there are several very good free ones out there btw).
