Outlook is designed to rely on the registry which obviously stays on the
host to which you connect the USB flash drive. To make it portable
requires the use of 3rd party apps, like
http://www.imaginelan.com/news/press_releases/pip4.pdf (never used it so
cannot comment on its usefulness). Just be careful when Googling around
for "+outlook +portable" since some backup programs that merely save
Outlook's data files to the USB drive claim they are making portable -
but then the application isn't included and cannot run from the USB
drive so they really have not made Outlook portable.

What exactly are you trying to accomplish?

If you're trying to use Outlook as a portable app, you can't.
