How can I fill out a form downloaded in PDF, saved in Word?

I have an application form that I downloaded from a website into PDF. I tried
saving into Word so that I could fill out the form & then print it. However,
it seems to still be Read-Only. Is there some way to change that so that I
can fill it out on the computer?
