How can I fix File improperly closed in Personal Folder? Checking

I frequently have a problem with Outlook 2003 Professional. When I reopen
after starting up my system, I get a message like:

File improperly closed in Personal Folder. Checking for problems.

What causes this? How can I fix this?

I have found closing Outlook prior to a windows Shutdown prevents this
process.

I have been doing that. Perhaps, I need to wait longer between closing
Outlook and Shut Down?

I have not noticed any requirement of time. Once the app appears to be
closed from the task bar, I have been able to shutdown and restart then open
Outlook without any errors.
