How Can I fix Outlook to begin downloading and displaying images a

My Outlook 2003 suddenly stopped downloading and displaying images imbedded
in emails I receive. I have verified that the setting to a restrict the
downloading of pictures is not checked, but the images still will not
display. Is there another setting to change or is there a bug?
