How can I format cells to display percentages with a + or - sign?

I would like to format some cells that show positive percentages with a
preceding plus sign and negative percentages with a preceding minus sign. Is
this possible?

Yes, by preceding the values with a + or - sign. Word has no autoformat capabilities for numeric values in tables.

Alternatively, you could embed an Excel sheet in your document, so that you can take advantage of Excel's number formatting
capabilities.
