How can I get leading spaces before a TOA cite

I need to mark the most significant authorities within a TOA.

When I enter an "*" and then spaces, the character is recognized and it and
the spaces appear in the TOA. But, when I've tried inserting spaces (or
hard spaces) before the cite, but the table ignors them. Thus, I get an
uneven left margin. I've tried going into the TA field and inserting spaces,
hard spaces, and tabs, but none make it into the TOA.

How do I get the TOA to include the spaces without inserting an unwanted
character?
