How can I get my invitation to a meeting to have accept, tentativ.

When I receive an invitation to a meeting it has on the top of the message,
accept, tentative, decline, etc. When I send out the same type of invitation
in calendar, my message arrives with no such selection on the top. Is this
in the way I am sending it or the way that individual is set up to receive?
