You can't. It's a fixed part of the new user interface.
You "can" click any one of its tabs to get it to collapse to a single line.
You can set a preference in each application that does not expand it until
you ask for it.
It's not "actually" inconsistent, although the rules for its behaviour are
complex. Basically, it will appear only where you can use any of the things
on it (i.e. When the document with focus is an XML .docx).
When it does appear, the things that appear on it are those that are
available where the selection currently is.

The document elements bar is very erratic. Sometimes it appears in draft view,
sometimes it doesn't. It always appears in print layout view, but sometimes in
print layout view it's accompanied by all the stuff underneath (the big fat
bar underneath). I want to be able to get rid of the whole thing, both in
draft view and in print layout view. I esp. want to be able to get rid of the
big fat 1 1/2" thick bar underneath the document elements bar in print layout
view that has all kinds of information in it. I want to be able to see my
document without all this junk! Has anyone figured out how to do this?
