how can i get the tool bars to work they are disabled

I can get into my e-mail but the tool bars do not work and i can't even click
the "X" to close the e-mail. Also the The icon to print is flashing

WIth Outlook closed, delete the (hidden) file
%AppData%\Microsoft\Outlook\outcmd.dat and see if that helps.
