how can I highlight paragraphs in a copied word document?

I cant highlight words or paragraphs in a word document that I scanned. The
frame around the document will not allow me in to hightlight information? Is
there a way to convert a word document so that I can delete paragraphs etc.?

What you have is a *picture* of the document that was scanned.

In order to render editable text the document must be scanned using OCR
(Optical Character Recognition) scanner software & saved in a text-type
format. If you obtained the scanner recently you should [probably] have an
OCR program/mode. Otherwise you will have to obtain OCR software that is
compatible with your scanner.
