You HAVE looked at the Import function in Outlook? It's quite easy to
see.....

Thank you for teaching me what is not in the Outlook 2007 help file (e.g.
look up "import csv" and find nothing).

Your method worked perfectly once and imported about 2,400 names from my
database application. I had matched fields manually and was happy with the
result.

Next I used the same database software to export a smaller .CSV list of 217
names in exactly the same format. Now when I repeat the SAME steps I used
last time (same location, too), before the field matching option Outlook
2007 objects with the error

A file error has occurred in the Comma Separated Values (Windows) translator
while initializing a translator to build a field map.

Outlook was unable to retrieve the data from the file

"C:\Data\groups\NameList.CSV". Verify that you have the correct file, that
you have permission to open it, and that it is not open in another program.

I closed other programs, tried "CSV DOS", rebooted the computer,
defragmented the hard drive, tested the .CSV file which opens every time in
Excel, then created a fresh .CSV file--all to no avail.

I was assuming I could REGULARLY update my Outlook contacts using this
method. How do I do that?

What message exactly does your post relate to? (original question was purely
asking about importing OE info) Is this in reference to something I
responded to previously (......a) help file reference -- b) your method
worked perfectly etc .....)?

In any case, in terms of your current question....

Given that you've rebooted your machine which I assume was done after the
new CSV file was created and before any other programs were used to access
the file, educated guess is that the problem has nothing to do with another
process using the file but rather relates to either the structure or content
of the CSV file. Fact that you can open it in Excel doesn't mean the file
isn't breaking some rule somewhere or contains some invalid data that can't
be used for importing. Impossible to tell without testing the file and there
all kinds of reasons for the Outlook importer to generate this error (as
you've found out - Outlook is not the most informative in terms of error
messages and has a very low "pain threshold" when it comes to problematic
data).

One thing that I can/will say with absolute and total confidence.....if
there are no errors/issues in/with the file being imported, the Outlook
import wizard works like a charm exactly as advertised.

Feel free to download either of our import products (CG Importer or
DataPorter) for the <sole> purpose of testing your CSV file - if there is a
structural issue - cause should be identified immediately -
http://www.contactgenie.com/cg20dlorder.htm (and if either of the CG
programs encounter an unexplained problem - please do send a message to
support AT contactgenie.com with a copy of the CSV file that has the
problem - no questions specific to CG will be answered in the newsgroup)
