It may be that your Local Installation Source (LIS) for Office 2003 is
corrupted. Manyt users in this forum have encountered similar problems. You
should check their posts, and these links:

"Installation Error: File not Found" error message when you try to update
Office 2003 programs from the Office Update Web site

and if that doesn't help, try disabling the LIS with this tool (pleas read
carefully):
