how can I keep web toolbar from appearing?

When I am working with hyperlinks in my document, the Web
toolbar appears every time I click on one. I put it away
(and have done this in the template, too), but to no
avail -- it keeps coming back every time I deal with the
hyperlinks. Can I permanently put it away?
