How can I lock guides to a position in Publisher?

I'm creating a template for an editable column to be printed by individuals
onto a professionally pre-printed leaflet.

I want the people to be able to edit the content of the text box, but not
the positioning of the text box or its surrounding guides.

Is there any way of doing this?
