How can I make my folder layout the default?

I have a specific order in which I want my Outlook message folder columns to
appear. Is there a way I can have that layout be the default so that I don't
need to spend time restructing each new folder I create?

Create a new named view with the desired layout. As you view each folder, apply that new view. It will persist for future visits to that folder.

There is another method, using the standard Messages view, but it requires you to trash all the view customizations you've already done.
