Hi Ken,
If you're looking for the editing colors rather than for making a page that will print blue, then if you're in a version prior to
Word 2007 you can turn on the setting in Tools=>Options=>General.
Originally added as a WordPerfect for DOS compatibility choice, it was dropped from Word 2007. For Word 2007 you'd need to adjust
your Windows display appearance settings (right click on the Desktop and choose properties in Windows XP).
