How can I make visio pop-ups?

Would like to create pop-ups in visio, preferably linked to a word document
(or picture) that can be modified without changing the nature of the pop-up.
Hyperlinks have been tried. The idea is to be able to quickly link to
information on each shape (usually associated with a documented process).
