How can I open a .jpeg file and add text to it?

I have a logo file in .jpeg format that has been sent to me by my brother.
We want to add our slogan to the logo and use it for our eBay and ProStores
sites. However, I can't seem to download the attachment he sent and open it
on my system in order to edit it. Any help, in simple terms, will be greatly
appreciated.

I have Windows XP and Office 2003.

Is the problem that you can't download the attachment or that you can't open
the attachment?

Agreed...you need to sort out that issue first. But to answer the second
part of the question you put in the Subject line, you will need a graphics
program to add text to an image. There are many to choose from. I use Paint
Shop Pro and PhotoShop. You can also try GIMP, it's pretty good...and it's
free.
