How can I put a border around text that is wrapped around a pictur

I am trying to put a border around the page, enclosing everything. Every
time I do, Publisher seems to think I'm creating a table, and suddenly my
text isn't wrapping, and my pictures are floating above everything. The same
thing happens when I just put a border around one part of text.

There must be a way to put a border around text without Publisher creating a
table, which then makes the text not wrap.
