How can I reinstall web tools for Word 2000?

I use to be able to inseert wav sound clips in e-mail messages. Now I cannot.
I don't know what changed. Now I get the message "The server application,
source file, or item. Make sure the application is properly installed, and
that it has not been deleted, moved, or renamed."

I should have said "The server application, source file, or item cannot be
found."

You cannot install sound clips because of a serious security risk. One of
the security patches blocked this option. Hopefully we will get it back
eventually, but at the moment it isn't able to work.
