How can I scroll a page; grabbing margin instead (pen & mouse)

When I try to use my left mouse buttion to scroll up or down (without
clicking on the down arrow at the bottom of the bar), I end up grabbing the
margin instead. The only way I can scroll up is to right click the scroll bar
and electe one of the menu choices. Is this a problem local to my computer?
Others share it?

You should be able to click or tap on the scroll bar, in a "blank" area
between either arrow and the scroll button (essentially the same place
where you are right-clicking).

Are you on a Tablet PC? Have you calibrated your Pen recently? That may
be why the click on the scroll bar is being misinterpreted as being a
little to the side, and grabbing the margin.

Thanks. The first suggestion hadn't worked (either pen or mouse). And the
problem occurred only one OneNote. However, and this seems strange, when I
recalibrated the pen, per your suggestion, the problem was solved. Why
recalibrating the pen would have anything to do with the behavior of the
mouse pad, and why just in OneNote, I'll have to assign to the realm of the
unexplainable (at least to me).
