How can I select a new internet browser for Outlook?

After installing SP2, IE links in Outlook will not connect to my ISP. Another
form of IE in "Windows/ServicePackFiles works just fine. How can I link
Outlook to that alternate form of IE, or how can I repair the original
problem directly? I have uninstalled SP2 and reinstalled it without any
success in meeting this problem.
