How can I send EMail from a secondary Outlook account

I have mail accounts on Outlook; If I write an E-mail from a secondary
account, it goes into Outbox of "Personal Account" and will not launch...just
stays in the Outbox. When I clicked the "Accounts" box on the E-mail to
choose which account to send it from, I get an error message: "UNABLE TO
COMPLETE OPERATION, A FATAL ERROR HAS OCCURRED IN OUTLOOK" How can I fix
this?
