How can I send multiple compressed JPG files as email attachments?

Windows SP Pro SP2, Office 2003 STD SP2, POP3/SMTP

I have a user who cannot send multiple email file attachments from Outlook
2003 when the attachments are compressed .JPG files. The message is sent but
the message is delivered to the recipient without the file attachments. He
can send other attachments (multiple) without issue, and can send compressed
JPG files 1 or 2 at a time. I can reproduce the issue on the users computer.
I cannot reproduce the issue on another computer.

Does this happen to all users or just one specific. The recipient may have
blocked on their side certain files or size limits as may be the case on
your end as well for sending out. The attachment may being stripped by an
anti-virus program to protect from potential viruses.

This issue involves just one user. He is able to send compressed JPG files 1
or 2 at a time, but more than that simply aren't delivered. We have a 10MB
limit on file attachments. The group of files he is trying to send are 1MB
(compressed). He said the user has no limits but I am not able to verify
that.

Clarification...
The user said the recipient has no file attachment size limits but I am not
able to verify that.
