Yes, if you set up an automatic Send/receive in Tools, Options, Mail Setup,
Send-receive button. Set it to less than every 10 minutes so it will work
correctly. After Outlook starts & loads all its parts, it will check for
mail. Sometimes takes 45-60 seconds or so.
For your purposes, in order for Outlook to check for new mail on
startup, you need to enable an automatic polling time (check for mail
every ten minutes, for example). That automatic polling time should
not be for any less than ten minutes.
