How can I set permissions in Outlook?

When I attempt to attach a file to an email I sometimes get the following
message:

“Can’t create file: (The file name is displayed here.) Right-click the
folder you want to create the file in, and then click Properties on the
shortcut menu to check your permissions for the folder.â€

This problem occurs randomly when I attempt to attach an Excel file to an
email in Outlook. I cannot follow the instructions in the above message
because I do not know the name of the folder it is referring to.

Can someone help?
