How can I set the Global Address List to be seen before the LDAP?

My organisation has a mixture of Outlook 2000 and 2003 with Exchange 2003.
Historically we have had a number of different email systems and the up to
now Outlook on each PC has been installed and set up with the LDAP list being
looked at first. Now that the majority of users are on Outlook/Exchange, we
want all users to have the Global address List being looked at first for
Addressing and when sending email. How can I roll this change out to all our
users? We also have a combination of Windows XP, 2000 and some older 97, 98!!

Microsoft doesn't provide a tool to do this, although some of the third-party profile tools might be able to -- see http://www.slipstick.com/exs/olroam.htm#tools
