How can I set up a TOC so that page numbers are not assigned to th

I have a cookbook with two levels for a TOC. Top level is for the food
groups (Bread, Vegetables, Entree, etc.) and the second level is for the
individual recipes in the food groups. I want page one to be the heading for
the first food group (Appetizers"). When I create the TOC, however, page one
is the first page of the TOC (there are four pages in the TOC) and the
Heading for the first food group is therefore page 5.

Although your subject line was truncated and your question doesn't make it
clear, I gather that you want your TOC unnumbered and page numbering to
start with the content. See

in order to omit a page number (or header/footer) entirely (as opposed to
just restarting numbering and/or changing the number format), you must
unlink the header/footer in Section 2 from the one in Section 1.
