How can I set where Outlook recognise "slow conection"

We use the latest Outlook 2003 on Laptops and want to use the function:
"Download Header on slow conections" for our mobile users.
Unfortunatly all Laptops got a UMTS-Moden with a speed of 384 kBit/sec.
Outlook means, that this is a fast connection.

Where can I set this?
--> it is not the setting für offline-documents. This don´t work (I allready
tried this)
