How can I setup a portfolio in MS Project Server?

I want to model a portfolio in MS Project.

This is my goal. In my organization, I have this hierarchy:

Portfolio1: HealthCare
+-------------- Program1: NIH
+---------------- Project1
+---------------- Project2
+-------------- Program2: Kaiser P.
+---------------- Project3
+---------------- Project4
Portfolio2: Defence
+-------------- Program3: DOD
+---------------- Project5
+---------------- Project6
+-------------- Program4: Boeing
+---------------- Project7
Portfolio2: Banking
...............

There are managers at each level of this hierarchy. For eg., there is the
CTO who is in charge of all portfolios, there are the program managers below
him and project managers under the program managers.

Can I create a portfolio hierarchy in project server to be able to view all
tasks and resources at each levels? For eg., the CTO should be able to see
all protfolios, all tasks on each program under each program and consequently
in each project in all the programs. The program manager should be able to
view tasks, risks and resources for only those programs and projects under
him/her. The project manager should be able to view tasks, risks and
resources under him/her...

Is this possible? How can I use the Portfolio modeler to do this? Or do I
have to use another tool within MS Project Server or a third party tool?

When I used the portfolio modeler to add projects to a portfolio, I got this
error:

"The modeling server is unable to read a project".

I'm working on Project Server 2003 suite. I'm able to add new projects,
upload projects, add resources etc but I'm not able to use the portfolio
modeler...

Can someone please help?

Alex,

Use a custom outline code that mimics the RBS allowing the hierarchy.
Also you may want another custom field for Portfolio, Program,
Project, and SubProject to be able to identify these.

I should have clarified - Use a Enterprise Project Outline Code mimics
the RBS but with the Organizational Breakdown Structure - OBS.
