How can I tell if the EULA is a virus?

My 3-year-old copy of Microsoft Office has an End User License Agreement
window popping up if I try to use any Office product. I think it may be a
virus, and decline the agreement, and cannot use Office at all. This web site
does not give me any clue how to tell whether this EULA could possibly be
legitimate. It seems to me that Microsoft might be experiencing a virus
attack triggered on April 15th, Tax Day.

every time that you start an Office program
