how can I type over a clipart picture?

I'm trying to make some graduation name cards and I'm using a clipart and
want to type his name over the clip art. I want the clipart to actually be
the background. can anyone help me? I'm using windows XP with Microsoft
works.

Select the clipart and on the picture toolbar select behind text, or
right-click and format picture and select layout and behind text. It is
probably best then to use a text box with no fill so that you can position
your text exactly where you want it.

This would help if I had microsoft word instead of microsoft works. On my
system, when I select format picture, layout is not there nor behind text

You have posted in a Word NG, so naturally you're going to get instructions
for Word. If what you have is Works, then post in the Works NG.
