how can i use a template without everything moving on it

i've made a " proposal" template which i hoped to be able to use when making
them up for the different jobs with new information on each one. i can't
make any changes on the form without the lines moving and everything being
rearranged.

You need to set this up as a fill-in form. View help for
"creating forms" in Word. Easy to do once you read the
instructions. Remember that you need to use Protect
document (under Tools tab) once the form fields are created
to test the fields and you need to unprotect document to
change length of fill-in areas then reprotect to test again.
