How can I use german as voice recognition language in a UK Englis.

Simple answer - you can't. You would need to purchase a 3rd party speech
recognition application capable of recognising your chosen language(s).

I am aware of Dragon Naturally Speaking, but have not used it and do not
know anyone who has, so I can not comment on its usefulness.
There are many specialty programs (Medical Transcription, Legal, etc.) --
again, I can't recommend any.

Google is your friend -- search for such programs and, more importantly,
consumer reviews of those programs that you find.
