How can I use Outlook mails on a U3 USB stick?

Mails are just a data file. U3 technology isn't involvled in this and
doesn't restrict you from storing it on the USB stick.

In fact, I've just tried and I can store all my old mails and attachments
onto a U3 USB stick and open/read as well as send/receive mails when I hock
the stick into another computer. This is perfect BUT the speed is super
slow. My Outlook contains mails of the last few years and the total size is
about 3GB. I have to wait for 5 minutes to open the Inbox. Secondly, I've
installed MIGO program onto the U3 stick but it doesn't perform what I want
it to perform i.e. store all my folders and documents on my own Desktop and
then load it onto another computer when I insert the USB stick. The MIGO can
only place my wallpaper onto this foreign computer and show a few Word files.
Not sure why.

Connecting to a pst-file on removable media is not supported or recommended
by Microsoft since accidental disconnection could lead to corruption of the
entire pst-file. Pst-files have been designed to be written to and read from
local hard drives which is the only supported configuration . If you still
want to want to work in an unsupported configuration, performance also
depends on the performance of the USB device and connection type (USB 1.1 or
2.0).

I would recommend to use the USB device only as a backup or transfer
location. As soon as you want to work with the pst-file make sure you copy
it to the local hard drive first.

"The MIGO can only place my wallpaper onto this foreign computer and show a
few Word files."
Not an Outlook issue. See MIGO support instead.
