How can I write e-mails in German?

In Outlook under the Tools Menu I have the Language option to translate from
English to German.The English to German Dictionary allows me only to
translate words into German, but I simply want to write my e-mails to my
sister in German as needed.
Can I buy a German Dictionary CD and install it on my PC? Or is there some
way I can download a German Dictionary for my e-mails only through Microsoft?
If so, under what Download Catagory or name should I look for?
