How can people be notified that they are on my blocked list?

Is there a generic or automatic system that will inform people that I am not
accepting mail from them?

It used to be available with a previous email program I had... When a
'non-desired' was delivered to me, it was automatically returned to the
sender informing them that they had been blocked from my inbox and I never
had to see their emails (i.e. the mail was not directed to my Junk Mailbox).

No, not possible. Also note that junk e-mail mainly spoofs e-mail addresses
so you are sending blocked reports to people who never even mailed you in
the first place. This would only increase the problem of junk e-mail that is
being send around on the Internet.
