How can PS notify a user about copmleted previous task?

how can PS notify some user (user1), which is assigned to , for example,
"TASK#3" about completed "TASK#2" ?
task3 begins only task2 will be done
user1 is just team member

Project Server handles this in two ways. If you've built a good schedule and
everyone in the system is doing their job, every time task 2 delays task 3
and the Project Manager accepts the schedule change, the system sends a
schedule change notice to the task 3 resource. The resource can also setup
reminders for him/herself by going to notifications and reminders from the
home page.
