How come nothing happens when I click on "ActivateProduct.."?

I tried the Microsoft Office 2007 trial for 60 days and uninstalled it once
the trial expired. Then when I went to use my previously installed and
activated Microsoft Office 2003 the application is "locked" and nothing
happens when I try to activate the product through "ActivateProduct.." under
the "Help" tab. I tried reinstalling Office 2003 and still the same problem
exists.

This did not help. I tried deleting the OPA11.dat file but that didn't fix
the problem. Still, when I click "Activate Product", nothing happens
