How do "embed" a web page into an e-mail message

I have created an HTML file in a text editor and posted it on the web. I
would like to be able to send this HTML page in the body of my mail message.
I see it all the time coming from other people. I have the page in both CSS
and in tables, neither works.
I know that in older versions of Outlook Express you could insert file as
text, but I cannot find this option in Outlook 2003.
