How do enable cookies for email server domain?

I am trying to use Outlook for emails. When I try to send a email I get this
message......The sever cannot process this request...You may not have cookies
enabled for your email server domain. To enable cookies, check your browser
privacy settings. The sever responded "Method Not Allowed"
