How do I achieve anti-aliasing in Publisher 2003?

My publication, a small advertisement for newspaper print, contains a 300dpi
logo and some text (Arial Black 15pt). The problem is that when I convert
this to a 300dpi jpeg for submission to the newspaper, the text appears
'blocky'.

From my research on the problem, I am convinced I need anti-aliasing applied
to the text but I'm not sure how to achieve it with Publisher 2003.

Do you get the same distortion converting to a PDF? There are free converters around,
this is one:

Converting to ps might be better...
Save your publication as a PostScript file for commercial printing
http://office.microsoft.com/en-us/assistance/HP051146781033.aspx

You will have to install a Postscript printer.
Open your printers folder, file, add printer, next, next, next, scroll down to
Generic, select Generic Color PS for Commercial Printing.
